As is detailed in the Expenses Overview guide here, only the user who uploads the expense file will be able to see it in the expenses inbox. If you are the approver, and you are not able to see these files, it is because you were not the user that uploaded them.

Once the files are processed, the user who uploaded them will then need to submit the files to an expense report for it to be viewable by you to approve/reject. Once the report is approved, it is then sent to the Purchases inbox where it can be published to your accounting software.
